荷花油画 环球时报•环球网3月28日报道 3月26日出版的《简氏防务周刊》刊发文章,文章认为,3月23日,巴基斯坦国庆日上,4架JF-17“雷电”(中国称之为FC-1“枭龙”)战机隆重出场,除了欢度国庆之外,同时也是为了向世界发展中国家展示JF-17并寻求潜在客户的重要举措。
巴基斯坦官员表示,作为一种性价比较高的三代战机,枭龙战机在国庆日上的飞行表演是一个向国外潜在客户及进行展示的好机会。
这位官员还表示,将来枭龙战机销往世界市场,中国和巴基斯坦将各获利50%。
尽管,目前枭龙战机的准确价格还没有正式公布,但据在伊斯兰堡的一位西方防务人士透露,JF-17/FC-1战机的售价约为2000万美元。

在新世纪,我国面临着严重的人口、资源和环境问题,开发海洋、利用海洋,向海洋要资源、要空间,将是中华民族未来生存与发展的根本出路。此外,我国的海上领土主权和海洋权益继续遭到侵犯。当前,我国海域被瓜分、岛屿被占领、资源被掠夺的状况严重。我国300万平方千米的海域,有相当一部分与周边海上邻国存有争议,一些国家在我传统的海疆内大肆开采石油,在岛屿归属问题上,我国与有关国家也存在着严重的分歧。所有这一切都要求我们增强全民族的海洋观念,大力发展海洋事业。

为了有效地维护我国的海洋领土主权和海洋权益,我们必须建设一支强大的海军。海军不仅是战争运用的工具,而且在和平时期它“可以用来显示一个国家的经济实力和军事实力”,有利于扩大国家的国际影响,支持和提升一个国家的国际地位。因此,我们必须从战略高度重视海军的建设,不断增强海军的作战能力,以有效地维护国家的海洋主权和海洋利益。目前,与我国海洋大国的地位相比,我海军的实力还不足以有效地维护我国的海洋领土主权和海洋权益。受国家经济实力的制约,目前国家还不可能大量投入经费建设一支强大的、均衡发展的海军。但是,国家对海军提出的战略使命任务,又需要海军在维护国家统一,捍卫国家海洋方向上的利益发挥重大作用。因此,借鉴俄罗斯海军在20世纪中后期崛起的经验,我们必须有重点、相配套地协调发展海军兵力。

支援的严重弱点。当时中国的海空军航空部队装备的歼击机、强击机作战半径只有400公里左右,又基本没有对海攻击能力,轰一5航程较远却过于老旧。在海军提出研制能远程作战的新型攻击机的呼吁后,国防科研部门几经论证,1977年新歼轰机的项目得以正式上马。
改革开放启动时的中国航空业,技术水平至少落后于西方20年,并缺乏追赶的人才和设备,因此军委领导一度考虑歼轰机这一难度很大的项目能够和英国或法国联合研制。1979年中方派员考察谈判时,对方提出的合作条件却很苛刻,在不提供核心技术的条件下还要价21亿人民币(当时合13亿美元)。同年全国财政收入刚逾千亿元,所拨全部国防科研经费不过几十亿,一个机型投入这么多钱根本无法承受,于是对歼轰机还是决定立足自研,进度却不得不放缓。1982年11月,歼轰一7计划再次全面启动,并于翌年4月被邓小平批准列入国家重点型号飞机,由陈一坚担任总设计师。
当时,“飞豹”的研制经费只相当于1亿美元,同西方国家研制一个机型至少需几十亿甚至上百亿美元不可同日而语。限于条件,许多试验是在露天完成,使用手摇计算
